The Fairfield Redevelopment Agency makes development happen that would not otherwise occur in a normal marketplace.  The Redevelopment Agency does this with several tools:

Land Assembly

The Fairfield Redevelopment Agency uses its resources to purchase fragmented and underutilized properties.  The Redevelopment Agency aggregates these properties into larger parcels that private and non-profit developers turn into job- and tax-revenue generating projects, like the Solano Mall and Green Valley Crossings Shopping Center in Cordelia.

Removing Constraints to Development

The Fairfield Redevelopment Agency assists development by removing regulatory, environmental and financing roadblocks.  An example of this is Cornerstone Homes on Tabor Avenue, which contained a 50-foot easement that constrained development.

Master Planning 

The Fairfield Redevelopment Agency often master plans projects, such as the Green Valley Corporate Park in the Cordelia project area. This is done to encourage employers to locate in Fairfield, such as Copart and Westamerica Bank. By bringing in large employers to town, the Agency helps Fairfield achieve a jobs/housing balance so residents don't have to commute.

Infrastructure Development 

The Agency also spends its resources on preparing land for redevelopment.  Infrastructure development includes activities like building roads and installing utilities.  The Agency created Business Center Drive in Cordelia, which enabled job-generating businesses like Copart to locate in Green Valley Corporate Park.
